Not wanting to get drawn into the argument, but wanting information:

Except for the argument going on about JFK (and, I suppose, by extension, Newark Air Train), what airport circulators charge you directly?

Oh, and I suppose you could put SEPTA at Philly there if you were so silly to use it to travel between the terminals!!
