It's a free on-property circulator. Those don't have fares.

Granted arguendo (although I recall one counterexample being raised, but let's omit that for now).

You already said, quite rightly, that those boarding at Howard Beach who are charged the access fee are coming from some distance off-property. They walk across 'the imaginary line', no?
