Is it possible that the FAA forced the PA to charge a fare/toll at that location because a free NYCT-to-AirTrain transfer would have made AirTrain a mass transit system in the eyes of the FAA? In other words, they would have looked at a free transfer from the (A) to AirTrain at HB in the same way as the (E/F) to the (7) transfer at Roosevelt Av or others like it in the absence of a charge. |
