I think it's an open question whether they would have built the branch of Airtrain out to Howard Beach IF there weren't a fare to be charged. So again, the fare is a barrier to free access.

I think this is the crux of the question for Terp's issue. If the PA couldn't charge a fare from Howard Beach, would they have simply terminated AirTrain construction at Lefferts Blvd?

Clearly, they needed the branch to serve Long Term Parking, the Employee Lots and to create a yard and maintenance shop. But would they have build the last three-tenths of a mile to Howard Beach station if they weren't going to derive additional revenue from doing so?
