People may still do things despite the fact that the manner of doing it is suboptimal. They may consider the fee unfair but would still pay it because it is the most practical alternative for them. They can't jump the faregate if they disagree with the fee and wish to remain free law-abiding citizens. If I found the AirTrain to be the best alternative for me I would pay the fee even though I may disagree with its application. |
