You missed the point. The Howard Beach leg is free. If you use it to go to the Long Term Parking Lot, you pay no money. If’s only when you use it to take the Subway you pay.

And, as Brian has pointed out elsewhere in the thread, if you go to the Lefferts Blvd stop to use the drop-off/pick-up service (which is most of the way to Howard Beach), the service is free.

You may not agree with Brian’s assessment of the situation, but it is consistent and logicl: the only charge really is to enter the Howard Beach subway station.
