Question About Pre-1950 Rockaway Beach/Far Rockaway LIRR Service

This has always irked me and I have not been able to find a definitive answer in any of the literature I can find.

None of the stations on the Far Rockaway branch between Valley Stream and Far Rockaway have a crossover stairway, except Gibson. This is odd, since Gibson is close to the Valley Stream station, which offers easy access to east and westbound trains. Why would the next station on the line need a crossover?

I always thought that in the later years of Rock Beach/Far Rock service, the trains that used the Jamaica Bay trestle terminated at Gibson, and the trains ran through Jamaica and the Atlantic branch terminated at Rockaway Beach. However, according to a new article on ForgottenNY, Kevin Walsh states that the Higbie Avenue station (which used to be located between the current Locust Manor station and Jamaica) was served by both Atlantic Branch and Jamaica Bay trains.

If that is so, why is there an overpass at Gibson?
