I think what he means is more the service type. In general, after reaching a certain distance from a city, regional rail is more appropriate than a city subway.

But like you say, political boundaries (especially those that prevent proper fare integration between modes) and socioeconomic status of neighborhood can throw off any set rule on distance, and I concur that leaving the Rockaways with only Zone 4 LIRR service is impractical.
