rebuild the far rockaway deletion. extend the far rockaway lirr branch to beach 116th street.

two reasons:

1. as cool as it would be to have new service across the trestle through woodhaven up to rego park it's hard for me to see that happening.

2. rockaway peninsula is not subway turf.

i think doing this will upgrade the area.
