Once hired, it can be hard to get rid of poor performers. Furthermore, based on what he has said, he ended up in the MTA from another agency when his department was shifted from City Planning, so he wasn't actually hired by them.

Sheepshead bites fired him after too many articles of his were filled with blatant lies.
