That paragraph is complaining that people are not valuing a couple minutes of a driver's life as much as the entirety of the life of a pedestrian.

A couple minutes every day adds up, and think about this: cars aren't out there seeking out pedestrians to mow down - the pedestrians who get hit are usually breaking traffic laws (jaywalking or crossing at a red light). So because people are too stupid to look both ways before crossing the street, we need to slow down traffic?

And the mitigation strategies inconvenience pedestrians too. I grew up along Queens Blvd, the so-called "boulevard of death". At 6:30 AM, there was never any traffic, and it was easy to see for quite some distance that there were no cars coming. So I could run to the bus stop on the other side without being in any danger. Of course, because some idiots were doing this when there actually were cars coming, they put those damn fences up. So now even at 6:30 AM when the road was completely empty, I had to either learn to jump hurdles (tried a few times) or go to the crosswalk. Added 2 minutes to my morning commute (The Q60 was there at 6:46 every morning like clockwork).

So tl;dr: let the idiots remove themselves from the gene pool and give us some sweetly flowing traffic!
