For pedestrians too. The fundamental problem is that the transportation system is skewed in favor of motorists.

No, they're just out there being careless and unsafe.

the pedestrians who get hit are usually breaking traffic laws (jaywalking or crossing at a red light). So because people are too stupid to look both ways before crossing the street, we need to slow down traffic?

(2) "Get After the Chauffeurs."

And the mitigation strategies inconvenience pedestrians too.

Of course they do, because real mitigation strategies would inconvenience motorists and not pedestrians, but that's not politically acceptable. See above as to the skewing of the transportation system in motorists' favor.

So tl;dr: let the idiots remove themselves from the gene pool and give us some sweetly flowing traffic!
