Yes I assume they may not be doing that because I see so much sloppiness in DOT's work.You say you aren't being inconsistent. So if you say that one peak hour could be enough information, why did you list "one peak hour" as if it were a deficiency implying traffic would have to have been delayed by 38 percent for more than one peak hour for it to be significant? |
