You can figure out what the peak hours of the day are using simple ATR counts and then collect detailed data FOR JUST THOSE PEAK HOURS during each peak period (weekday AM and PM and sometimes weekday midday and Saturday midday) and maybe one hour before and one hour after. You use that SINGLE PEAK HOUR OF DETAILED DATA FOR INTERSECTION CAPACITY PLANNING PURPOSES for the associated peak period. There's no need for 24 hour totals as you claimed months ago. All of this info can be found in standard Transportation planning manuals from ITE and also in the NYC CEQR Manual, Chapter 16: Transportation. |
