Car travel HAS NOT BEEN SLOWED BY 38 PERCENT. Car travel has slowed by 38% but that is referring only to... A. ONE SMALL SEGMENT B. ONE DIRECTION C. DURING ONE PEAK HOUR D. A SEGMENT WITHOUT ALL OF THE FEATURES OF THE PLAN IN PLACE. Today is still the "before" of the before/after. |
