I don't know if good news from the hood is bad ratings. I think the "if it bleeds it leads" philosophy doesn't discriminate according to neighborhood. But you are right, the media could focus on more positive news. However, usually the "good news' is relegated to feature segments such as "visiones" rather than broadcast when most of the viewers are watching at 6PM. And the national news reserves its "good news" to one minute at the end of the program in segments such as "Person of the Week."

I'm sorry but I don't really see how your post answers my question other than saying that Moses was not a racist but his practices were discriminatory. Do I read you correctly or are you saying that he should have torn down tenements and built parks in congested areas?

You say the Parks Department was created to give the city breathing space because there were no places for children to play except the streets. I think the City recognized the fact the many more parks were needed than they could afford to build, hence the concept of "Play Streets" whereby traffic was not permitted on side streets blocks where there was no nearby park so the children could play ball in the street. I don't see many of these now, but when I was a kid 50 years ago, they seemed to be much more prevalent. I would guess that today there are more parks, and they are not needed as much.

Well the Gowanas was. And they built expressways. And we got the LIE Expressway through, no need to convert the parkways too, the LIE goes right through the middle of the island, and the Seafod-OysterBay, and Clearview, etc are all expressways. The Sunrise was also converted to Limited Access Expressway east of Lindenhurst, so there's more than enough Expressways on LI.

Never had a problem riding the LL except when, in October of 1965, an Italian guy hit the window where my friend and I were sitting and said something unprintable.

Astoria has also gentrified but it was never at any point in the dumps. Places like Steinway St or Ditmars Blvd were just as vibrant in the 70s and 80s as they are now.

Actually I was speaking about New York City from the earliest years. The 1811 Street Grid plan included very few parks in its original designs. Central Park and other parks were included later.

I do not know for a fact that Robert Moses was a racist, and I did not and have not accused him of being one. I certainly do believe that some of his practices were discriminatory, as well as the results of some of his policies. I think that I have supported that position. The legacies of his actions - in an overall sense - still influence us today - that is clear.

Whether I think Robert Moses should have torn down tenements in order to build small nieghborhood parks in congested areas is a tough question. Certainly a case can be made for building small parks in places where the land was easy to obtain that did not involve the removal of residents. Robert Moses was certainly capable building smaller parks if he wanted.

One point made by Robert Moses, "if the ends does not justify the means what does?". In the cited text, Robert Moses makes the argument that an entire city block (3 acres) is needed for a small park, which would seem to indicate the removal of about 2,500 people. Basically what one sees is the categorical refusal to even consider the idea, when there are possibilities.

Another of Robert Moses sayings was, "In order to make an omelete, one has to crack an egg". So yes, sometimes an action that injures some but brings about the "greater good" is a worthwile action. As a city planner I have never adopted the position that preserving housing at all costs is the right thing to do. At the same time, the NIMBY impulse in many neighborhoods is strong. My personal view is that a case by case review of each situation with a view toward means, goals, ends and costs - is the better approach.

On many city streets, these days there is much more traffic than before - so many parents simply do not want their children playing in the streets. In many neighborhoods such activities as stick ball, etc. were played for years in the streets. These days many teenagers prefer to play basketball, and other games - these are often played in parks, and other places. In addition, many kids also play video games indoors, or are involved organized activities in places like the PAL centers, Boys And Girls clubs, etc.

When I was in college for a couple of summers I worked for the Parks Department on the "Skatemobile", where a local street was closed so the kids could skate for a few hours. There were other mobile units, Arts & Crafts, Pool-mobile, etc. Actually it was a fun job, and I learned a great deal traveling about the city, and how to rollerskate.

A cut for the LOMEX would be really hard to do with all the subways lines running underneath the streets. Since it would be coming off the bridge, the devastation would be all the more severe. A deep bore tunnel from the Queens-Midtown to the Lincoln Tunnel would seem more doable but still an incredible challenge.

I also remember wrong railing to Brooklyn on the 8th Ave.-bound track on Saturday mornings when the cold weather plan was in effect. Trains would be stored on the Brooklyn-bound track. At least on the R-42s, the conductor would announce, "Brooklyn train, Brooklyn train, this is an LL train to Brooklyn." People really had to pay attention when the BMT standards were still around because, of course, they had no PA system.

That still isn't really relevant to the argument.

Okay, so Astoria was keepin it going. But in a situation like Bushwick, where the vast majority of stores fled by the 1980s, gentrification helps to bring more stores to the area.

People forget, many big retailers have cheaper prices. So, in essance, the prescence of chains actually helps the poor.

Also, many smaller stores open up as well. Have you been to Park Slope recently? It has small stores. So does UWS and UES.

I do agree that we need to preserve small buisness, but that could be better done by tax breaks and making BIDs small buisness only zones.

And not by harrassing them by routinely giving them sanitation tickets when a piece of paper blows in front of their store, just to add revenue to the City's coffers. Tickets should be reserved to offenders that pose a health hazard by storing uncovered garbage, etc or have filthy alleyways.

I don't know how active the "Parks Department" was before Moses came to the scene. I believe he was the first City Parks Commissioner. Before him, each borough had its own department and I doubt if they did anything at all between 1811 to the 1930's, probably just maintained the few parks the city had. Caro talks how desperate the situation was before Moses. People used cemeteries as parks by picnicing in them. Or else they would just set up barbeques along the side off rural roads. So when you say the Parks Department was created to give the city breathing space, I'm still not sure what you mean.

I can't really disagree with anything else you said. Yes, Moses could have built smaller parks. I guess he felt it just wasn't economical or wasn't worth the effort or had other reasons.

Your knowledge of New York City history needs updating.

While in the early years, New York City (then soley on the island of Manhattan) had a small number of parks, the city fathers saw the need for a large urban park. The 1811 Street Grid plan did not provide for many parks. The first proposals for what would become Central Park started in 1851, in the then sparsely inhabited region far above the Croton Reservoir on Fifth Avenue at 42nd Street.

Frederick Law Olmstead, co-designer with Calvert Vaux of the winning design, was appointed Superintendent of the park in 1857. He accepted no kickbacks from the Park workforce, and kept local politicians at arm's length. Central Park, built between 1857 and 1860, was one of the earliest and largest urban park in America, and a handsome example of 19-century romantic landscape architecture. Frederick Law Olmstead and with Calvert Vaux also designed and built Riverside Park in Manhattan.

Calvert Vaux would go on to design Prospect Park, then in the city of Brooklyn in 1865. Frederick Law Olmstead supervised construction until its completion in 1868. The team would also go on to design and build Eastern Parkway (1868-1874) and the Ocean Parkway (1869-1870). and other public spaces in Brooklyn. It goes without saying that the Bronx (then a part of Westchester), Queens and Staten Island were sparsely populated and not a part of New York City in the period 1811-1850's.

Upon realizing the results of these efforts a group of citizens formed the New York Park Association in 1881, and by 1888 their efforts led to legislation authorizing six new parks and four parkways. In 1985, the first municipal golf course was opened in Van Cortlandt Park. In 1903, one of the first playgrounds in Seward Park was opened.

Of course it is well known that the five boroughs of New York City were consolidated in 1898, at which time each borough had their own Department of Parks. Yes, Robert Moses was the first Parks Commissioner in 1934, and consolidated the separate borough departments.

Of course a growing city has more needs than a smaller city, as cities grow there are needs for a variety of city facilities.

I don't know why you say my knowledge of NYC history needs updating. I'm aware of all the points you mentioned and only question one. Although Olmstead and Vaux may have designed Riverside Park, it was not developed as a park until Moses became Commissioner.

While a few parks may have been added between 1811 and the 1930's, the fact remains that NYC was in dire need of more parks and did not have anywhere near the amount needed before the 1930s.

I do agree that we need to preserve small buisness, but that could be better done by tax breaks and making BIDs small buisness only zones.

Poor choice of words? Perhaps.

What I said was that they were probably just maintaining the parks they had during that time and not adding new ones. I was not considering parks on the "periphery" of the City, such as Central Park added in 1854, since that was put there more to meet future needs, not current needs. Central Park was innaccessible to most New Yorkers when it was built and was used just by the rich who had mansions on Fifth Avenue.

More parks were not just needed as the city grew, but as I said, there was a deficiency even before consolidation and when most of NY was concentrated in Lower Manhattan and the separate towns as well in the early 1800's.

In the current edition of "The New Republic" magazine there is a review of "Robert Moses and the Modern City: The Transformation of New York" a new book edited by Hilary Ballon and Kenneth T. Jackson, at 336 pages. It is an interesting review, and a look at the various changes in New York City since the 1970's.

I was at the Mets game last week on Monday 9/24 and one of the on-this-date facts for that date was that the Dodgers played their last home game in Brooklyn on 9/24/57. I was surprised that they made no mention of the fact that the Mets cliched the Eastern Division on that same date in 1969. I remember that well; I watched that game on TV and the clubhouse scene afterwards. Tom Seaver was really whooping it up.

I figure if the Mets couldn't beat those damn Phillies (or for that matter the Nationals or the Marlins), hopefully the Rockies can. They took Game 1 yesterday.
