Perhaps.What I said was that they were probably just maintaining the parks they had during that time and not adding new ones. I was not considering parks on the "periphery" of the City, such as Central Park added in 1854, since that was put there more to meet future needs, not current needs. Central Park was innaccessible to most New Yorkers when it was built and was used just by the rich who had mansions on Fifth Avenue. More parks were not just needed as the city grew, but as I said, there was a deficiency even before consolidation and when most of NY was concentrated in Lower Manhattan and the separate towns as well in the early 1800's. |
