I'm sorry but I don't really see how your post answers my question other than saying that Moses was not a racist but his practices were discriminatory. Do I read you correctly or are you saying that he should have torn down tenements and built parks in congested areas?

You say the Parks Department was created to give the city breathing space because there were no places for children to play except the streets. I think the City recognized the fact the many more parks were needed than they could afford to build, hence the concept of "Play Streets" whereby traffic was not permitted on side streets blocks where there was no nearby park so the children could play ball in the street. I don't see many of these now, but when I was a kid 50 years ago, they seemed to be much more prevalent. I would guess that today there are more parks, and they are not needed as much.
