No line runs at a profit.

The fare recovery rate is above 1 for a couple of systems (pre-pandemic). Among them were Hong Kong and London Transport.

For heavy rail operation the MBTA comes in at 74%; BART at 72% and NYCT at 70%. Again, pre-pandemic.

It's slightly less than a 0.6 mile walk from 98th St & Atlantic to the 95th St entrance to the Woodhaven Blv J train station.

that is a two-fare zone for a lot of people.

Many people get off the subway and take the bus 0.6

I've seen this on the Q23 many times.

Those were reasons why the Second Avenue Subway and other proposals such as extending the IRT farther down Nostrand Avenue never got started. WWII caused a lot of deferred maintenance along with heavy usage due to gas rationing. As a result most of the older cars were just worn out beyond repair as their useful life span had been exceeded. Power distribution systems also had to be upgraded to support the new cars and longer trains.

did they not want the noise or traffic volume of the LIRR, or were they afraid that transit would bring "undesirable elements" to the area?

the latter reason was given, not out loud, in Massachusetts by Arlington residents who didn't want the Red Line extended via Massachusetts Ave. into Arlington Center.

IIRC it wasn't LIRR. NYCT was going to take over the LIRR Lower Montauk line for service to Jamaica Center.

Either way businesses did not want the volume coming through Glendale and Ridgewood for various reasons.

The little league field where I played on Woodhaven Blvd at the overpass by Home Depot, was very against it. That made sense. I should subscribe to newspapers.com and read to old stories about the plan.

You cared if you had to get to work (at GCT) by mass transit. Before my car died, I'd drive to Vernon-Jackson, park in the area there then jump on the #7. It was a snap.
It was a toss up which was slower, the J to downtown & change for the uptown Lex or the Q11 to Woodhaven then the GG to 74th St the upstairs to the 7. Either way, it was a monumental schlepp. An up and running Rockaway line stopping at Woodhaven would have come in mighty handy.

I knew about Hong Kong, but not London. That's remarkable.
It's surprising that BART is higher than NYCT.

My old landlady used to tell me that the fastest way to get to Manhattan back then was to jump on the LIRR train at the Woodhaven stop & you'd be in Manhattan in about a half hour...for 50 cents.

That's an idea ... reopen Woodhaven. Everything looks intact, new street-level entrances would have to be added but that shouldn't be too expensive, a fraction of what it must be costing the LIRR to build the new Elmont station.

Of all the rail transit expansions that have occurred througout the US in the past few decades, to the best of my knowledge there have been zero proven cases of crime rates rising to a notable extent in areas that received rail service. Some people in suburban Baltimore had been claiming that a couple light rail stations were attracting criminals to the areas, this has been disproven.
It makes sense. Criminals may not be the smartest bunch, but they surely can figure out that train cars make the world's worst getaway vehicles.

I found out at a lecture about congestion pricing. The speaker was from London and described London Transport's experience. I asked him the question and was as surprised as you. I later verified it on the web.

What a near 100% FRR means is that any extra money funneled for mass transit won't be dissipated by subsidizing inefficient operations. It's the reason why congestion pricing has improved London Transport operations even though it's done nothing about reducing congestion.

BTW, I quoted only heavy rail operation in the US. The FRR for bus operations is about to 31%. Those who advocate deferring heavy rail expansion in favor of some form of better bus service are really condemning NYC to chronic transit deficits. It's one reason I believe that heavy rail expansion should be geared to those who must currently take a bus to the subway. I'm also in favor of using newer forms of active transportation for the first/last mile. Anything to get rid of dependence on expensive buses. That precludes helping a few people along the RBB, who would prefer a niche market subway line.

Any proposed RBB connection to the IND would have to include making Woodhaven Blvd into an express stop.

So lettuce kick this around.
Now follow.
Woodhaven has approaches and departures on both local tracks that go behind a wall for making Woodhaven an express stop.

So the express and local tracks would shift, straddling the current platforms, and leaving the current express tracks vacant

Now at this point is where these tracks should dive down under the reconfigured eastbound tracks, turn south to join the Rockaway Branch.

Further east , past the local tracks at 63rd Drive would then head south to also join the Rockaway Branch.

So, both express and local trains could service the Rockaway Branch No need to swarm Roosevelt Ave. to change trains.

In 1972 the MTA had plans to reactivate the RBB through Rego Park and Forest Park as part of a JFK Super Express from midtown Manhattan instead of the current AirTrain.

Yes, that was my point -- the city-bound RBB locals could discharge passengers at an express WHB station, thus relieving crowding at Roosevelt Ave.

I don't know if the provision to create island platforms at WHB was originally intended to accommodate Rockaway local trains, but it would work in such a scheme today.

I don’t think the way you describe it is how it would happen. The lcl tks would fan out tho go behind the walls of the lcl platforms. The walls would be of course torn down and the existing platforms widened to extend over the former lcl trackways leaving the existing exp tks in place.

I"M thinking both local and express tracks shift to the right leaving original express tracks vacant to drop down and under east bound tracks to head south to White Pot, then merge with local tracks that took turnout from 63rd drive.

I think it would be more like Essex Delancey where one track goes underpass to ascend and merge.

Or the way Rockaway ROW merges with the mainline at White Pot JCT.
