NYC is different because so many people live in public housing. Most cities aren't like that, although there is section 8. Anyway people get "pushed out" figuratively by their landlords because once a neighborhood becomes more attractive, they can raise the rent.

On the one hand it's bad because just when the neighborhood starts to improve and have amenities, the people that lived there in the bad times can no longer afford it. But on the other hand the people that live there when it's bad are the reason it was bad to begin with. Not everyone, but enough. Most really.
