You know the babysitters who watch two kids. You don't know any who don't watch any kids (those are typically called mistressesmaids). I'm sure that there are many upper class Whites, even in NYC, who no children or only one, which is sub-replacement. Two children per woman is only replacement level at best (slightly below it since that would assume a 100% survival and reproduction rate for each child), not a level that would actually cause growth in that segment, only maintain.

The limiting factor is definitely women; the more a woman invests in her professional and social life, especially in an urban setting, the fewer children she is typically willing to have.
