Is this a problem in search of a solution or a solution in search of a problem?

What are the problems with the Q60, how would your proposed solution solve them, and what new problems would it cause?

You've addressed the first question in remarkably little detail. (Sure, it's crowded. But where? And why? And does it remain crowded with the same people for long distances or is there rapid turnover?) You haven't even touched the other two questions.

Once we've gotten through those questions, we can embark on a cost-benefit analysis.

Sounds familiar. I once confronted the bus dispatcher at Sheepshead Bay, asking him why he sent out an empty B49 as a train was pulling in. He said the bus was already late and the next bus would be arriving in under four minutes. I corrected him: the next bus was scheduled to arrive in under four minutes.

Fifteen minutes later, four buses turned the corner.

He doesn't need more frequent buses. From reading his previous posts, which you obviously have not done, he needs the buses to follow the existing schedule, maybe with some minor tweaks.

The subway USUALLY only does that for the terminals.

As I said, usually.

Anyway...

Sheepshead Bay? Forest Hills? Jackson Heights? Marble Hill? Briarwood? Jamaica(-Van Wyck)? East New York (now retired)? Howard Beach?

Isn't "Forest Hills" a terminal station?

Jackson Heights is an old remnant from the IND days, as is East New York, and Howard Beach dates to that station on the LIRR.

Jamaica-Van Wyck? I have no idea why it's called that. Must have been some lapse of judgement in the 1980's. That's not even really Jamaica over there, if anything, it's on the extreme fringes.
Briarwood? Another lapse in judgement because they were foolish enough to call the next station by a similar name.

True, Forest Hills is a terminal. But it's only recently that NYCT started putting neighborhood names at terminals. (But if we ignore that practice, we can add a bunch more stuff to the list -- Jamaica Center, Brighton Beach, Coney Island, Broad Channel, Canarsie.)

Persoonally, to go back to Brooklyn Manor which started this whold fiasco, I think more people heard of Briarwood than Brooklyn Manor.
My whole reason for bring this up (that if and when the Rockaway line would ever be resurected) is still that Brooklyn Manor should remain a dead name. For heaven's sake, just call it:

It was Jamaica Center (in the plans), but by the time it opened, it had the Parsons/Archer added to it. Some of the Rollsigns at the time just said "Jamaica Center", others had the Parsons/Archer on it too, I guess depending on when the rollsigns were put in the trains.

Briarwood-Van Wyck should be simply called Main Street.

Oh, and to add, I think they added "Parson/Archer" to the Jamaica Center name so people wouldn't get confused and think that Jamaica Center was Jamaica Station. But that doesn't explain how they foolishly didn't officially add "Jamaica Station" to Sutphin Blvd at the time, and then how stupid it is that Jamaica/Van Wyck is called that.

True, but aside from Jamaica Center (what even is that, that big building they built there in the 80's?), Brighton Beach, Coney Island, and Canarsie, date back to the old BMT days, and old habits die hard, so the names stay. Not to mention that all three of those are terminals. As for Broad Channel, again, that dates to the LIRR days, and the subway just kept that station and Howard Beach as the old LIRR names (as they did at Seaside, Rockaway Park, Playland, Holland, Wavecrest, Arverne, etc, but of course in the case of those on the viaduct, they also added the street name to it, and it kept both names on the stations (until very recently).

Again, as I said for the Subway, "Usually".

And most of the ones that use a street are because it's a second station in the same time, for example Glen St is in Glen Cove, and you can't have two Glen Cove stations, Merrilon Ave is in Garden City, and you can't have two Garden City stations, Centre AVe the same. Nostrand and Flatbush Ave are remnants from when that was a surface level rapid transit line run by the LIRR, with many stations. The last remaining are just that, rare exceptions.

Since your 'Rockway Rocket' service has 2 south terminals, and 2 north terminals, you could split it into 2 services.

IMO, there's not enough riders in Rockaway to justify giving that line a super express.
