Thousands of rail passengers are delayed by ruptured gas main in Orange County

Metrolink and Amtrak trains are affected by a nearly 10-hour closure of a section of tracks in Irvine while repairs are made.

Thousands of commuters and travelers on Metrolink and Amtrak trains in Orange County were delayed Friday after construction workers accidentally drilled into a gas main, forcing a near 10-hour closure of a section of tracks in Irvine.

Trains for most of the day could not travel between Metrolink stations in Tustin and Irvine on the Orange County rail line, which runs from Oceanside to Union Station in downtown Los Angeles, and its Inland Empire-Orange County line between Oceanside and San Bernardino.

The closure affected about 48 trains carrying an estimated 6,000 passengers along Orange County's central commuter rail corridor, seriously delaying at least a dozen trains, said Denise Tyrrell, a Metrolink spokesman.

An Amtrak route between San Diego and Los Angeles also was cut off, with 15 trains stopped in their tracks at the Irvine and Santa Ana stations.

Buses shuttled passengers around the closed area.

The tracks closed about 8:15 a.m., just after the morning rush of commuters traveling north toward Los Angeles, and immediately stranded 700 commuters aboard three trains.

The shutdown also disrupted midday service and delayed commuters traveling north and south in the afternoon. The tracks reopened just before 6 p.m.

A chaotic scene unfolded about 5 p.m. at the Metrolink station in Tustin as hundreds of rush-hour passengers hurried between trains and convoys of shuttle buses.

A Metrolink worker stood on a traffic barrier above the crowd, barking instructions and answering questions from confused travelers.

"Everyone take a step back. You're too close to the train," warned a voice on the station's public address system.

"A two-hour trip is taking seven hours; it's frustrating," said Erin Healy, 21, of Del Mar, Calif., who at 5:30 p.m. was getting off a shuttle bus at the Tustin station, en route to Los Angeles to attend a friend's graduation ceremony. "I probably won't get there in time."

There were not enough buses available to quickly move thousands of Amtrak passengers around the closure, said Vernae Graham, an Amtrak spokeswoman.

Dozens of Amtrak passengers at the Irvine transportation center south of the closed tracks were waiting at 12:30 p.m. as their train stood idle.

"I thought I was saving money, but now I wish I'd used my car," said Jerald Beverino, 60, a commercial diver from San Diego who was traveling to Camarillo to visit his mother. He was considering heading back home. "I'm dead on the tracks."

About 8 a.m., crews building an underpass at Jeffrey Road struck an 8-inch gas main while drilling about 50 feet south of the tracks, Southern California Gas Co. officials said.

Officials closed the tracks after confirming the presence of natural gas.

No injuries were reported.

Officials turned off gas service to a 360-unit mobile home park near the broken pipe and evacuated 30 residents after wind carried a pungent odor their way, said Jennifer Gonzalez, a Gas Co. spokeswoman.

The utility, which first estimated that service would be restored by noon, continually pushed back that estimate.

Trains were allowed to pass through the closed area once fire officials determined that the leak had been contained.

Crews repaired the broken pipe by pinching it off on both sides of the leak, but it involved digging "a lot deeper than they thought," Gonzalez said.

Shirlean Holyfield, 43, of Irvine, who had taken the Metrolink train from work in Los Angeles and was waiting in Tustin for a shuttle home just before service was restored Friday, shrugged off the closure as a mere inconvenience.

"It's a little hectic, but I'm glad to be home," Holyfield said.

Friday nights, the bus route I drive goes along Jeffrey Road when the alleged gas leak took place. That street is such a mess. Usually when I deadhead from Tustin Hospital to Irvine Valley College, I take San Canyon Road instead of Jeffrey.

The idea of a purple line "Subway to the Sea" has been gaining momentum for years and cities on the westside like Beverly Hills and West Hollywood have been lobbying to have the subway travel through their city. This is a complete reversal from 15 years ago. West Hollywood was disappointed when the MTA recently indicated that they preferred the Wilshire alignment which meant that the subway would go through Beverly Hills and not West Hollywood. Now due to community support and favorable ridership projections the MTA appears to want BOTH the Wilshire and Santa Monica Blvd alignments.

Interestingly the Santa Monica Blvd. alignment through West Hollywood is being called the "Pink" line. I don't think that name was picked by the residents of WeHo, but they seemed to have latched onto it and from what I've seen are not offended. Of course when you call the city where you live "WeHo" you're probably not easily offended. lol




WeHo’s Subway Inches Toward Reality

West Hollywood, California (Thursday, May 15, 2008) - Metro planners presented West Hollywood with good news on Monday night.


A map shows one of the two options presented in which the subway would run beneath Santa Monica Boulevard.

To their own surprise, the proposed subway expansion makes better sense to planners when a Santa Monica Boulevard route is added to the traditionally better-preferred Wilshire Boulevard route.

A crowd of 75 attendees listened in rapture while Long Range Transportation planners explained how a Santa Monica spur running from the current Hollywood/Highland Red Line Station hooking up with a Wilshire line south of West Hollywood would not only increase ridership significantly, but also provides enough in travel time improvements to give Congress reason to fund the subway expansion.

“What was surprising to us,” David Mieger, project manager said, “is that adding Santa Monica Boulevard to the Wilshire route, in compliment to one another, it works [from a feasibility, cost and ridership perspective].”

The representatives, who are shepherding through to completion a massive public comment process designed to flesh out Metro’s Draft 2008 Long Range Transportation Plan (LRTP), noted that huge increases in new boardings at existing stations, plus projected new boardings in new stations dotting the area, saw the cost per user travel-hour leap to a level of efficiency that would convince the federal government to fund the larger part of a project supposed to cost over $8.5 billion.


Transit users benefits of the four final options for the subway in time/dollars saved.

The planners will submit their recommendations to the MTA board in August. The board is expected to decide between the options presented soon afterward, setting into motion the search for funding.

Metro’s Draft 2008 Long Range Transportation Plan charts what transportation improvements are necessary to keep us all moving to the year 2030.

The LRTP establishes “priorities for funding a balanced transportation system that addresses transportation needs throughout the County, from closing gaps in the freeway carpool lane network, expanding Metro Rail and bus service, improving arterial capacity and speeds, bicycle and pedestrian improvements, and rideshare opportunities – just to name a few of the initiatives that help reduce congestion,” says its charter.

Having received 750 public comments in total and crunching projected ridership numbers based on a complicated metric involving residential and workplace density, the Wilshire only plans paled in comparison to the combined plan that includes a WeHo line.

The cost rises appreciably when the West Hollywood spur is added to the Wilshire corridor’s, but efficiencies and huge ridership gained with the addition offsets that expense.

The Wilshire Corridor route is estimated to be $5.5 billion – the combined route will cost $8.5 billion.

A large part of the savings realized would be in having subway trains dedicated to the new lines, whereas the assumptions behind an either/or choice would rely on storage of the cars along with the others serving the Red Line.


The subway will, the presenters said, generate over 14,000 riders per hour between the La Cienega and Westwood stations.

New boardings along the Santa Monica route were projected at 20,000 per hour over the Wilshire-only route (80,000 compared top 60,000).

Boardings projected from including new boardings at the Hollywood/Highland station (connecting the San Fernando Valley with WeHo and points west) bumps that figure up past 110,000.


A few weeks remain for the public to weigh in on the options presented at the meeting.

I also forgot to mention that it looks like they will build a new train yard for these lines if they get built. This is somewhat contrary to what they said last year when they said that the current yard had space enough for all of the new cars they would need even if the purple line were extended. They used that as justification when selling two large parcels of the existing yard. One for a new condo development and the other to allow a manufacturing business to expand.

Yes!!

Currently the downtown regional connector is at the top of the list for future projects, but still behind previously recommended projects. The current order is:

Gold line eastside extension (under construction)
Expo Phase 1 (under construction)
Expo Phase 2
Crenshaw light rail or BRT
Downtown regional connector
Purple line/pink line extension
Harbor subdivision EMU/light rail

It gets a little fuzzy after that, but these are the projects that Metro wants to complete in the next 10-20 years for sure.

I don't know that the ridership would be there south of the purple line. Plus they are still talking about extending the green line and having some sort of airport circulator that would meet both the green line and the harbor subdivision DMU (not EMU like I said earlier). That would be two lines to the airport already.

Once the Downtown Connector is completed, will the Gold Line become part of the Blue Line as was orginally planned?

I'd like to see the line from Long Beach to Pasadena be designated "Blue Line" with the Eastside Gold Line connecting to the Expo Line. Is this possible?

The current Gold Line Eastside extension is a direct continuation of the Gold Line tracks from Pasadena and all plans are to designate the entire route (Azusa to Monterey Park) as the Gold Line. However, once the Downtown Connector is complete, these tracks will have a connection to Expo and Blue line tracks in Little Tokyo and trains could theoretically switch from one line to another. They plan on the amount of equipment doubling in the next 8 years or so based on the new lines and service increases.

Here's the memo. And here's a summary:

2009/2010

1. Blue line will go to 6 minute peak headways for the entire line. All trains go to Long Beach, not split with Willow. Currently the headway is 5.5/11.
2. Expo will have 12 minute peak headways to match the blue line. Metro indicates that Expo has to be a multiple of the blue line headway. The trains will be the same length so that blue line trains can be re-signed as Expo and vice versa. This will be especially critical when Expo fully opens and runs at 6-minute peak headways.
3. No expansion of the blue line yard to handle the Expo cars as was previously planned. Metro purchased land east of Long Beach Ave near Washington to store up to 15 cars. No maintenance at this yard, just cleaning and storage.
4. The gold line will get all of the P2550's except 5 for the blue line. Expo will get none and will instead get P865's (wtf??). 16 of the P2000's will be reassigned to the blue line.
5. The green line will go to 6 minute headways from 7.5. Still 2-car trains.


2013

1. Possibly grade separate Flower/Washington intersection!
2. 6 minute peak headways for Expo
3. 3-car trains for the gold line

2016-Expo phase 2

1. 6 minute peak headways for the gold line
2. New yard for Expo

2030
1. 5-minute peak headways and 3 car trains on all light rail lines including Crenshaw.

Expo's receiving P865s? That doesn't make much sense, although it allows for a bit of variety on the future Blue Line (P865s, P2020s, P2000s, and a few P2550s.)

Nice to see that the Gold Line is getting the P2550s first :-)

Nice to see that the Gold Line is getting the P2550s first :-)

Except that they still don't seem to be working. I posted yesterday that the two (706/708?) that were just accepted by Metro broke down again a week ago and haven't been running since as far as one frequent rider has observed.

They also show that Metro will option two more 50 car P2550 orders. I don't know how smart that is, but I don't know what the problems have been to say for sure.

It's cool that Long Beach is finally going to allow more frequent trains. My understanding has always been that half of the trains turn at Willow because Long Beach doesn't want that frequency of trains running downtown.

All time record set on the gold (26,338 pax) and green (44,034) lines. Second highest total ever for the blue line (84,353) just 201 riders short of the all time record in May 2006. The orange line (shoulda been rail) is at 26,596 (also a record?) and has little room to expand, but will be introducing express service soon. The purple/red lines were at 153,928, which I believe is also a record although they don't say it.

Surprisingly bus ridership remains flat and is even downslightly.

Metro Rail, Metro Orange Line Set New Ridership Records as Commuters Balk at Paying High Gas Prices

Metro Rail ridership records were set on several rail lines in June 2008 as commuters and others parked their cars and opted for cheap and fast service to avoid high gas prices. The Metro Red and Purple subway lines, the Metro Gold and Green Lines all set weekday ridership records and the Metro Blue Line fell just short of a record. Metro Orange Line buses also set a ridership record.

Last month 309,000 passengers boarded Metro Rail trains on an average weekday, up 12.8 percent, compared to a year earlier. About half of those riders (153,928) rode the subway, which connects downtown Los Angeles and Universal City and North Hollywood via Hollywood with a spur to Wilshire and Western.

For the second month in a row, the Metro Gold Line from downtown Los Angeles to Pasadena, set a new ridership record with 26,338 average weekday boardings, up 31.8 percent in June 2008 over last year.

"The cost-effective, convenient alternative to driving propelled the Gold Line to an all-time high in ridership," said County Supervisor and Metro Board Member Michael D. Antonovich.

The Metro Green Line connecting Norwalk and El Segundo nabbed a record with 44,034 boardings, and the Metro Blue Line, which travels from downtown Los Angeles to Long Beach, experienced its second highest ridership with 84,353 average weekday boardings.

The popular Metro Orange Line, a 14-mile busway that operates like a “train on rubber wheels” from North Hollywood to Woodland Hills in the San Fernando Valley, boosted weekday ridership by 4.4 percent over last year to 26,596 boardings.

An even better measure of Metro Rail’s growing popularity is to compare total boardings for the fourth quarter of FY2008 (April-May-June) with the fourth quarter of FY2007. Metro Rail ridership surged 7.13 percent.At the same time, Metro bus ridership, which had been lagging following last summer’s fare hike, bounced back. It’s still down 1.96 percent for the quarter compared to last year but it had been down as much as 7 percent in previous quarters.

Metro schedulers observe that a sharp drop in Metro Day Pass sales has resulted in bus riders making fewer extra discretionary trips, however, Metro Rail has consistently gained new commuter riders eager to avoid pain at the gas pump. Combined Metro Bus and Rail ridership was just about even in the fourth quarter compared to a year earlier.

The combination of cheap fares and fast service competitive with driving is luring more riders, according to Metro officials who note that Metro’s $5 day pass is about what a gallon of gas costs and if thecost of fuel, vehicle depreciation, maintenance, insurance and parking are factored in, those who use public transitor opt for vanpools or carpools can easily save well over $6,000 a year by getting rid of one of the average family’s 2.5 cars and trucks.

I wonder how many are in service? Last I heard there were four (704,706,708, and 710). Elson at the TTC site reported that he had experienced A/C problems (he was drenched with water while sitting under one) on 710 and then he reported that 710 was taken out of service to fix the A/C. But IINM he's also reported that ALL of the Breda's seem to have the same problem with water leaking from the A/C.

It looks like we'll have enough Breda's for the east la extension to open next spring or summer, but we'll need the 50 car option in order to have enough cars for Expo to fully open. I wonder if we'll ever order those cars? I haven't heard that we have given up and are going out for another bid. We'll need to order a couple hundred cars over the next 12 years for the new lines and service increases. Maybe we should look at other vendors?

I doubt it. More likely bus ridership already has the non driver demographic wel covered. The ever sought after "choice riders" are forsaking their Suburban Useless Vehicles for light rail, metrolink, BRT.

My understanding is that 708 and 710 are running regularly weekdays and 704/706 are either testing or accepted. Either way they are running semi-regularly. I wouldn't expect that any of the Breda's will be on the blue or green lines anytime soon. They were purchased for the gold line.

A protest march to fight environmental racism is scheduled for tomorrow. Word is that the PUC is going to approve Expo's crossings pretty much as is. Most of the local politicians already support this action so I don't expect that this protest will lead to any action, but I guess that we'll see.

They are looking for private financing to extend hours a couple of more hours on weekends only. A common complaint is that the red line doesn't run late enough for downtown residents to go to the clubs in Hollywood and vice versa.

DOWNTOWN LOS ANGELES — The Central City Association is hoping to make this year's holiday season a bit more car-free, working to line up private sponsorships that would allow the Metro Red Line to run until 3am on the weekends. The extended service would run from the beginning of November through New Years' weekend.

Tracey Chavira, CCA's Director of Government Affairs, said today that the extra service would cost $130,500, and that the organization is having to work quickly to get a deal done that would have service running in November.

In today's edition of its "CCA Delivers" newsletter, the organization said that it has met with the offices of Councilmembers Jose Huizar, Eric Garcetti, and Wendy Greuel. It hopes that the trial run would "reveal there is sufficient ridership to sustain a permanent extended schedule."

The extended hours would apply to the Red Line between Downtown and North Hollywood. The current service cuts off between midnight and 1am, depending on the starting point and destination. Service used to run slightly later, but hours were cut in 2005.

Outside of NYC how many subways run 24/7? I think that LACMTA runs about the same hours as the London Tube and most would consider that a real subway.

I know you guys are trying hard and, indeed, I'm pleased as all get up at the revitalization of the California local train services...even jealous at some of what I've seen (well, I've "seen" them only in photos and videos so my pov is admittedly limited) but boy...to this New Yorker, Cali train systems are weird. I suppose a lot of that is the fact that by and large we didn't abandon *most* of our commuter territory passenger railroad lines, whoever the operator of those trains might be. But your side has train lines along highways and freight lines and whatnot, with bare "stations" seemingly placed randomly along the R.O.W.s. I can't even imagine anything on the Left Coast similar to, say, the LIRR Babylon Branch. Long roomy elevated 12 car escalator and elevator-equipped stations, line completely grade separated, street-side waiting rooms and trackside enclosed waiting shelters, twenty-four hour seven days a week service, local, skip-stop and express trains...and this is within a completely suburban matrix, single family house territory, yet each station is located at local Main Street locations, walkable busy village nodes filled with good ol' New York institutions like pizza shops and bagel stores, along with other retailers, offices, other businesses and institutions like supermarkets, movie theatres and restaurants and libraries and government offices. Places you wouldn't mind, say, your mom or girlfriend going to by themselves.

Oh, and yeah, every station on the branch has bus connections and taxicab offices, usually located or stopping directly underneath the elevated platforms.

The amazing thing is that Metrolink riders pay LIRR type fares for such a substandard service. The biggest difference between LA and places like NYC and Chicago is that our downtown is so much smaller. On the whole LA is more densely populated than both of those places, but we're missing the dense urban core.

So it's a zoned fare territory? Well, quickly checking out some Gold line videos surprised me, they did show some fairly long stretches between stations. Distance-wise it's similar in some cases to the LIRR station spacing. But like you said, the dense urban core is still the key. And the fact that the Babylon Branch stations stations have been in the same place mostly for a century or more is important also. I guess with the new lines they didn't have many opportunities to have stations located at the center of town. Too bad.

Still, it's a noble effort. Long range, these train lines will alter their surroundings. Think fifty years down the road. FWIW, I can imagine a great cartoon made from the trains point of view, the seemingly new guy cautiously making his way through the totally automobile-centric landscape. Something like CARS but using trains instead as the characters.

LACMTA wants street running and many in the community (most of whom didn't want rail at all) want a subway. Today the Public Utilities Commission judge ruled that Expo MUST be grade separated at Farmdale. I had predicted elevated a while back and I'm still leaning that way. However Damien's group also opposes elevated due to noise concerns so..

From Damien's email:

At the [Public Utilities Commission] Hearing today on the Expo Line crossings by Dorsey HS and Foshay Learning Center, the assigned Judge Kenneth Koss issued the following statement as part of his ruling: "With the submission of Expo's information it appears that a grade separation at Farmdale is in fact practicable." This means that the street-level application with the holding pen IS OFF THE TABLE! The only options are:

a) underpass
b) overpass
c) street closure with a pedestrian bridge.

This a MAJOR VICTORY for the Dorsey High School family - for the future children of Dorsey HS. It validates all of your hard work.
