Yes this has been talked about many times I would love to this come back as a rail line not a park.

There are a lot of proposals to re-purpose abandoned freight only lines for commuter service. The basic problem is that passenger service on these lines was abandoned for a reason. That reason was lack of demand. The reason for that lack of demand in NYC was usually lower fare competition from subway lines.

The Rockaway Beach Branch was built in 1912, before Queens was developed. Queens developed far from the RBB's right of way. If you were to calculate the number of people who would gain walk to train access with the RBL's return, you would find it's very little. It's being far from major roads means that it won't be suitable for feeder buses.

The only area it passes through that's under-served is Parkside. That's not enough to support the line or its construction.
