The officer tells (Clifford) Owensby he will assist him in getting out of the vehicle, but Owensby tells the officer not to touch him and requests the officer call a superior. The officer responds by saying he will call his superior, but Owensby must get out of the car first. …
Foul-up? Looks like normal procedure. Owensby has prior drug convictions and was seen leaving a drug house. For a sniffer dog to do his work, all occupants of the car must exit. Owensby may be a paraplegic, but he was deliberately stalling by insisting that the officers contact a superior first, and then he acts up while the officers get him out of the car.
