"One does not need to forcibly remove a driver from a car to make the car immobile. Turning off the ignition and placing the keys in plain sight on the dashboard is usually sufficient.

And what if the perp doesn't comply? You then drag him out? Stick with New Zealand covid policies, you know nothing about police procedures.
