They are forcibly removed when non compliant.

A frequent misconception among blue lives matter proponents.

Is resorting to force solely on the basis of non-compliance in Dayton's police procedures?

Police officers are authorized to use reasonable force in response to citizen resistance/aggression/non-compliance
when necessary to protect life, property and to maintain order.

Please enumerate which lives, property or order was in jeopardy by Mr. Owensby remaining in the car until supervision appeared.
