Maintain order

Order was being maintained prior to the police officer using force to remove Mr. Owensby from the car.

I once dealt with a police officer who knew only how to control a riot. His object was to maintain control of what had been a friendly crowd. His actions nearly turned that friendly crowd into a riot. He was achieving his objective of maintaining control.
