Wrong. They were romanced with 10 year tax abatements. That's what those states do.

VW's plant management model requires some form of unionization to function properly. They may not close down what they already have running, but see no point in expanding there when they could get a similar deal in a desired union friendly environment.

You don't comprehend the nuance. They want a well-run plant and to their thinking and experience, that requires unionized workers. Unions, you see, ensure workers have the necessary skills and maintain them for one. They are also used in the managerial chain, representing the workers. This model has worked well for them elsewhere in the world, and they have every right to run their business as they see fit.
