There's signage at Penn and GCT which states you must be a ticketed passanger to be on the platform level. This is true of many other major area railroad stations, like Newark Penn. And NJT enforces no loitering regulations on the platforms at the two Atlantic City line terminals. You're not even allowed outside the waiting area in Atlantic City until 5 minutes before the train is set to depart, and this is STRICTLY enforced.
