There's signage at Penn and GCT which states you must be a ticketed passanger to be on the platform level. This is true of many other major area railroad stations, like Newark Penn.

For the commuter trains at GCT and NY Penn and Newark Penn, you can buy your ticket onboard. So the signage is pretty meaningless in that regard. And I haven't seen the signage you mention at both of the Penns, and at least at Newark Penn it's not enforced, in my experience.
