Depends on how you look at it. The poor tend to spend all of the money that they make because they don't have extra for investment or savings. So it's true that those that make more, spend more, but it's still a smaller percentage of their overall income.

It is illegal (as in unsafe) to operate vehicles (however powered, regardless of the number of wheels it might have) on the sidewalk. Exception is made for children riding on toys. So a kid on a bicycle is playing with a toy. An Adult riding home from work is operating a vehicle and may not use the sidewalks.

Yes. This is correct. The poor will also spend a larger percentage on rent and food which is not taxed.

But even the rich haven't been saving as much as they should. Besides, the poor "save" the rich "invest." They may earn more this way, but they also stand to loose more this way.

That's primarily due to the fact that due to the high cost of living in the New York City Metro area, our wages on paper look "rich" and would place many into higher tax brackets than if they were in lower cost of living locations. It's one of the reasons why our tax rates are particularity punitive on upstate, why industries would never set up shop even with tax give-aways, and why retired our civil servants move to lower cost of living areas.

The officer could have said, "You're on," and checked with a competent supervisor.

In fact, the officer was wrong. Saying, "You're right. I was wrng. I apologize," would not have hurt anyone. It would have been a mark of maturity.

Or, after the photography-is-breaking-the-rules charge has been dismissed, get a copy of the dismissal order and go to court on the other two charges.

When the cop is on the stand, let him give his account. Then bring up the fact that the disagreement started because of the cop’s insistence that photography was against the rules. Present the dismissal as evidence that the cop was wrong.

Repeat with the other cop and the sergeant. Make sure in each case that the cop is required to read the rule that you present to the court. Ask specifically how the cops’ rules can differ from the MTA’s rules, which are codified in NYS law.

Request the judge to dismiss the case. Then try requesting that the judge mandate that NYCT brass write a memorandum about photography to all cops.

This has the benefit that even if the memorandum isn’t issued, these cops cannot claim in future that they are unaware of the rules.

From 1991 to 1997, I was a part-time limo driver. One day, I had four men whom I picked up outside of Allentown, Pa. It was one the gentlemen's 60th birthday. To celebrate, the other three payed to hire the limo and go to Yankee Staidum to see a game. They watched a video or two about Yankee's past stars and whooped it up on two cases of beer. There is much more to this story, but I will only share the part that relates to this thread. When it was almost time to pick up the guys, I pulled up directly across the street fro the stadium in front of a tap room. I wasn't there five minutes when an officer motioned me to move. I couldn't pull away because I had only two out of the four passengers in the car, the others were in the bar. He motioned again and I motioned to the bar. That was it. He came over and went to the rear of the white stretched Town Car. Put his left foot on the bumper and proceeded to write me up. I stood two feet away from him at attention, said nothing until I was asked to speak, got the process done quickly and that was that. He did make a crack about my driving a fancy car in the Big City and the fact that I was from the Sticks of Pa. By this time, the guys came out and off we went. I said the least possible to this guy, I 6'5" Irish man who was not in the mood for conversation with an Itlaina from Pennsy. I got outta dere. There is much more to this story that is so far fetched that I could never make it up. It is very funny. Lastly, those guys put me through hell but they tipped me with every dollar they had left at the end of the ride, $365.00!

Hw many people do you think get to work when a bigwig parks his money offshore, doesn't spend it and pays no taxes?

By the way, the aprons at airports are littered with corporate aircraft which are not flying and up for sale. Good thing Bombardier builds both trains and airplanes, because their airplane division is having indigestion at the moment.

Lion should get out of the monastery once in a while and get a real education!

Which doesn't even pay half the cost of taking care of the highway and doesn't begin to address her polluting the air schlub breathes. On the other hand, schlubs (plural) pay 50% of the cost of running the bus while the TA has to borrow money because soccer mom doesnt see any need to pay taxes for anything she doesn't directly use.

Don't blame the rookie so much for the "bicycle on sidewalk" summons. That summons believe it or not was a result of Rudi Giulliani and his Comstat program. Captains go to comstat meetings, chiefs give them crime statistics and ask captains how they are to address them and the captains must answer. When I was still a supervisor in the 81 in Bed/Stuy there were a few shootings by bicyclists riding on the sidewalk. When confronted at Comstat our commanding officer stated he will address the problem by summonsing bicyclists on the sidewalk. I as supervisor was sent out after the tour was over on overtime looking for such summonses. It was embarrassing as all of the violators were normal people going home from work including a few females. Since it was after midnight the sidewalks were empty anyway. None of the violators appeared to be the bad guys. But we had to get them anyway. It is a lawful summons, bicyclists aren't allowed on the sidewalk. These summonses were given just so the captain can say at a comstat meeting that he addressed the problem. As a supervisor I was lucky, I didn't have to face the violators.
Most criminal court summonses are a result of Guilliani's Comstat. Before comstat drinking on the street was common. Once comstat came into being that's when the term "open container" became common. Same thing with dice games, etc.

That's an example of a stupid captain who wasn't able to come up with an intelligent plan to address a real problem.

I've attended compstat as a guest. It's not so different from the morning rounds I had to attend as a medical resident. The big boss asks you to talk about your problem patient(s) from last night and proceeds to kick your ass in front of your peers. There are aspects of that that I don't like, but at least the department is asking for accountability.

Compstat is about measuring results and about accountability. It represents a far better way to handle policing than what you had before. But Compstat is a tool, and intelligent and competent people know how to use it effectively. The 111 Pct in Bayside used Compstat as well as other databases to lower auto theft by 80% in the late 1990s-early 2000 because the Captain (later promoted to Deputy Inspector) was an intelligent, dedicated commander who put all his energy and creativity into his job. I met him more than once and was very sorry to see him leave. Many of his subordinates rose through the ranks and achieved distinction in other commands.

I am not tax exempt. The reason why I pay no income tax is that I have no income. Zero, Nada, Zip. I do pay sales taxes, gasoline taxes, and would you believe property taxes. Our farms and business are not tax exempt. Why should they be. The church *is* tax exempt, but the monastery has not been since we closed our schools.

The monastery does not receive funding from the parish or the diocese but is fully self-supporting. We do accept contributions for projects such as the church renovation, or the refurbishing of guest rooms or the courtyard. But these are used by many people besides ourselves.

And oh yeah, at the moment we have several contractors here working on an electrical project. That is paid for out of our pockets. And we tithe a percentage of our income to other charitable venues as well as providing relief, fuel and funds for the needy.

Me thinks you should climb off our high horse, shoot the horse, and provide the meat to the poor.

False. You eat; you wear clothes; you have a roof over your head and a place to sleep and cook your meals. When you are sick do you not visit a doctor? (Perhaps not). These are in lieu of cash income. You are exempt from income tax.

As I said before, you park your money overseas, you are welcome to pay taxes like the rest of us.

We'll start by shooting your horse first. Charity, no matter how well intentioned, cannot take the place of government, because charity by nature represents the will and interests of the donor, which can be broad or narrow and even capricious. The government has a duty to all of us, including the poor; charity fills in here and there.

You don't like that? Move to Bolivia.

Does not pay to argue with the beat cop. He is not judge jury and executioner. Cops issue summons, judges decide if it was just.

It has always been my experience to be polite to the police. Explain that you did not know it was not allowed and you would not do it again.

Most cops would give you a pass. Been pulled over for running a red light a few times (got caught in light because of another car doing stupid things) and explained to the officer my situation. Never hurts to tell the cop you are a city worker

I agree with your statement in principle but you fail to factor in that the federal GVT has placed unfunded mandates on the states

Americans with disabilities act is one example
No child left behind is another.

It is because of these unfunded mandates that the federal gvt needs to provide money for it's mandates.

I am of the belief which was formed with much research that no-one should receive federal dollars for housing or food except for short periods of time in times of emergency. (excluding those who are handicap )

Handouts to "the poor" just breeds lazy behavior. The feds should match "the poor" with jobs that are needed to be filled either locally or nationally. Many of those "poor" who receive public assistance such as section 8 grants or food stamps children under perform poor immigrants in the same school and in the same class. FACT. There are thousands of jobs from migrant farmers, seasonal waiters, meat processing plants etc that are filled by willing illegal immigrants while americans receiving public assistants waste away unemployed. Two reasons. 1) why would you work your tail off to get the same that is given for free. 2) Given everything for free as a child, see others not working and have a roof over your head. Why work hard at school or work?
