I agree with your statement in principle but you fail to factor in that the federal GVT has placed unfunded mandates on the states

Americans with disabilities act is one example
No child left behind is another.

It is because of these unfunded mandates that the federal gvt needs to provide money for it's mandates.

I am of the belief which was formed with much research that no-one should receive federal dollars for housing or food except for short periods of time in times of emergency. (excluding those who are handicap )

Handouts to "the poor" just breeds lazy behavior. The feds should match "the poor" with jobs that are needed to be filled either locally or nationally. Many of those "poor" who receive public assistance such as section 8 grants or food stamps children under perform poor immigrants in the same school and in the same class. FACT. There are thousands of jobs from migrant farmers, seasonal waiters, meat processing plants etc that are filled by willing illegal immigrants while americans receiving public assistants waste away unemployed. Two reasons. 1) why would you work your tail off to get the same that is given for free. 2) Given everything for free as a child, see others not working and have a roof over your head. Why work hard at school or work?
