There actually is a platform in the LIRR westside railyard between yard tracks 27 & 28.

Although the platform isn't a very wide one all they would had to do is add some staircases to exit to 34th St (right across the street from the Javits0.

The cash infusion for Citi Bike was mainly because it is self funded - unlike other cities where it is partially funded by government, NY's bike share program is completely self-funded.

I'll admit Citi Bike had its teething pains since it started but it is much much better now. Have you considered it recently? Within Manhattan, it could potentially eliminate the need for short subway or bus trips, and there's no faster way to go crosstown during the day if you're south of 59th Street. Unless I have to carry objects that can't be accommodated by a bicycle, I use Citi Bike for all my errands that I run at lunchtime. And the system is expanding into upper Manhattan, further into Brooklyn and now parts of Queens.

While DOT has installed bike docks, it appears to me that there are far more Citi Bike docking stations than there are public docks. One of the biggest draws for using Citi Bike vs your own is that once you've docked the Citi Bike, your responsibility for it is over, whereas with owning and docking on your own, if the bike gets stolen, you're out of luck. With the Citi Bike, once the system records your ride as "closed", it's the bike share company's problem if the bike is stolen.

Just some thoughts ...

They can pay 200% of their total income in taxes to put it underground. They had a lot of trouble funding subway construction in the 1920s and 1930s as well.

I wouldn't turn it over to the subway, but rather tie it in with my idea to run 20 min headways at all city zone stations and implement a full time city ticket or something similar via a fare card that would include a free transfer to the subways and buses

And you Are correct about the self sustaining issues,to a point.
Its Losing money....but of course, that should be contributed to a winter that was particularly harsh...wear and tear..and other factors related equipment being stored outside.

It would work. If it ran on regular 10 or 15 minute headways, with use of Metrocards and subway-like cars requiring only 1 conductor, and with convenient transfers at either end and wherever it crosses a subway, plus an additional station or two added over time, it could became a viable alternative for Queens and Brooklyn residents to get to downtown Brooklyn (which is becoming a major secondary downtown for NYC) and Manhattan.

FTA New Starts contribute a large portion of funding for our programs,with the exception of the 7 line extension.
That was City/MTA money that built that.

FTA money plus NYS built the SAS and ESA routes.

Manhattan run express in Brooklyn between Myrtle Av and Marcy Av
from about 7 AM to 1 PM and from Manhattan from 1:30 PM and 8 PM.

That's if it were close to the surface...An ETBM could work just as well,with cut/cover used to build stations only..

But that it...a new subway in north Brooklyn might require a new east river tunnel...

Perhaps the L train can be branched out,according to it original plan,with the Utica line as it's southern leg...instead of the Broadway El.

Your mileage measurer consistently understates.

First off, my statement is accurate as stated. You chose to interpret it to mean walking distance. I made no such qualification in my statement. The only relation between distance and walking was my statement that when a station entrance is within 1/2 mile, then walking is the fasted means of getting there. There was no linkage between the quickness of the journey to its actual distance.

After a 40+ year engineering career, I know how to read and write specifications. :=)

I use GIS to determine how close various locations are to subway entrances. There's an open data shape file that gives all subway entrances in NYC. I place the station entrances on a map and draw an 1 mile diameter circle around them. Any location that lies within one of these circles is within 1/2 mile of a subway entrance. A GIS isn't required to verify my statement. All one needs is a paper map and a compass. Set the compass to 1/2 mile according to the scale and draw circles around each subway entrance. GIS is a lot easier.

11th Ave and 19th street is a 0.8 mile walk to an 8th Ave subway station.

One reason for not specifying walking distance is it depends on the chosen route. If one were so inclined, one could equate a minimax walking distance with the direct radial distance I've given. This is particularly easy for a rectangular street grid. The worst case is 45-45 degree right triangle. The hypotenuse is the radial distance and the sides are the cartesian path taken. The ratio of the distance is sqrt(2). For a half mile radius this means the longest walking distance should be 0.5 * 1.414 = 0.7071.

That's considerably less than your figure of 0.8 miles. What's more surprising is that 11th Ave is no longer on the rectangular grid. It's moving closer to 8th Ave as it moves south. Using the Google Maps ruler tool, the distance between 19th St and 11th Ave is only 3103.58 ft to the subway entrance at the NW corner of 15th St and 8th Ave. That's measured by walking down 11th Ave to 15th and then going across 15th St to 8th Ave. That's 0.59 miles which is a lot closer to the 0.5 mile distance from a subway entrance than your walking distance estimate of 0.8 miles.

That doesn't make your argument inherently wrong, but trying to support it with bad evidence doesn't help.

There has been quite a bit of excellent discussion and many good points and thoughts have surfaced on this thread. What scares the hell out of me, is the day of reckoning that will arrive when the WillyB and Manhattan Bridge crossings or any particular tunnel can no longer be economically kept in service for Rapid Transit (or later on vehicles). Expanding service in underserved or growing areas is a laudable concept, even with the debate over precisely how to plan the future. I'm still very concerned over the notion of spending billions to secure our future, without the commitment to preserve the present.

Given how low the terrain is though in face of hurricanes and storm surge, going under the river has also proven to not be a reasonable plan either.

It might be time to start working on some replacement bridge technology.

Where is the money going to come from

First get the priorities straight.

Ditch the LGA rail connection. Ditto for the running Metro North into Penn Sta. The ESA and the Second Ave extension to 96th are too far along to stop.

Now, put all the proposals on the table and get realistic cost estimates. That will at least let us know how much money will be required. It's pointless to look for funding, until one knows how much is required.

Not the L, it's at capacity. I'd go for a new tunnel for north Brooklyn, maybe a Houston St line based on the original Second System plans (though it would put a lot of stress on the F). In the end, I can't see anything but a whole new subway, if the line is going to Manhattan and not just crosstown.
