You are not using common sense.

If you did, you would realize the new V train will take serious pressure off the F train, leading to a much-less crowded F train when it gets to 2nd Avenue.

Where do you think the crowds for the F come from? While not all of it for sure, a good chunk of it currently gets on at Essex-Delancey, which will end when the new V train starts since most of those will either stay on the V or make a transfer to the V at Essex.
