Why not interlock the traffic light and crossing signal? Put the stop line and red light west of the crossing by the substation with a 'Stop Here on Red' sign west of the crossing.

If it really irks the traffic engineers to have wasted space between the crossing and the intersection then there must be some means to determine occupancy in that space and have a secondary red signal west of the crossing stop traffic west of the crossing once two or three cars are stopped east of the crossing. The crossings at Stevens, Lakeview, and Cleveland don't seem to be much safer than Commerce and would probably benefit from the same treatment applied to the Commerce crossing.
