While TSA has authority to search transportation operators, I have found no explicit authority for TSA searching of passengers (outside of aviation). The TSA may request that a transportation operator not permit a person to board a vehicle, but it is questionable whether TSA can prevent a person from boarding on their own authority. I would like to find people who have told TSA employees, "I do not consent to a search."
