That highlights the very issue. At the airport, refusal to consent to TSA inspection results in the TSA denying access to the sterile area and to aircraft based on duly-adopted federal regulations, a denial that may be enforced by law enforcement personnel. On the other hand, what are the consequences to refusing consent to TSA inspection at a railroad station? There appear to be no duly-adopted regulations empowering TSA to deny access to the escalator, platform, and/or train. If there were a denial, would it be TSA making the denial, or would it be Amtrak making the denial at the request of TSA? I think it would be the latter. . . .
