Being A Lyft Passenger While Black

Cops pull a Lyft car over for broken tail light, demand passenger produce ID. Passenger refuses, says he wasn't driving and had committed no crime. Police beat, arrest him for contempt of cop.

My understanding is that Georgia law doesn't require you to show ID if you aren't driving a car, loitering, or suspected of a crime. How did this man end up in jail for being a passenger in a Lyft with his kids? He wasn't the subject of the car stop.
