I agree, if there is evidence that a federal crime was committed, the guidelines for starting a federal investigation (and I don't think those have changed in a long time) should be followed.

Is there evidence this is a federal hate crime? I thought he shot into a police car. Did he even know the race of the people he was shooting at? Not sure, just asking.
