Daily News - Transit officials vow to crack down on growing fare evasion problem

Posted by BrooklynTrain on Mon Dec 3 22:20:08 2018

www.nydailynews.com/new-york/ny-metro-fare-evasion-subway-bus-20181203-story.html

Will they look into the Staten Island buses in the Tompkinsville/Stapleton area? On some buses in that area (S51, S52, S78, S74, and others), fully FIFTY PERCENT of the people just walk past the driver without paying. I've never seen anything like that before. It's like a twilight zone in that part of Staten Island - nobody cares, and anything goes there.

But why is Mr. Byford even bothering, given that current NYC elected officials don't believe fare evasion is a problem?

An undercover police officer might want to ride EVERY SINGLE S51, S52, S78 and S74 bus to issue a summons to these individuals, until this practice stops. Word will quickly get out on the street there.

Even on the S44 at the terminal many (mostly teenagers, with cell phones and fancy headphones) just walk on. They used to explain to the driver or ask for a ride, now most just walk on like it's their right to a free ride.

I was once waiting for a ferry-bound S44 at Bard Av. A woman was waiting too, then a fellow came by to wait. When the bus arrived he boarded first, though he knew we were waiting longer, and didn't pay, just walked right on. The drivers apparently have been told not to say anything or challenge anyone. And very often the free riders take the seats and the paying customers have to stand!

It's been going on for quite a while … everyone in the bus division knows about it.

That's why when Byford said 4% he's wrong, it's much higher than that. I do like to fan the SI routes. Passengers getting on at the Ferry pretty much pay, but when most of the buses turn off Bay St. (by Stapleton station), it becomes an unauthorized fare free stop. If anybody on this board has never seen it, ride the 44/78/79 and the others that make that turn.

And of course, the same thing goes on at virtually any other stop on SI. Of course the b/o isn't going to challenge anybody. It's not worth personal injury of course. He/she get paid if fares are paid or not. Those "safety"barriers are a joke, a person who wants to harm a b/o can rather easily lean over and beat up the operator in his/her seat......and it has happened. NYPD or the SBS fare inspectors do not have enough people to ride all these buses, but even the fare inspector can easily get beat up, now the bus operator is almost obligated to help, now you hope a gang doesn't beat them both up.

In the subway, I see so many riders swipe the MetroCard and 2 adults squeeze thru. MTA/NYCT does not have half fare sales for adults.

Not defending fare evaders on Staten Island but I will say buying a MetroCard ain't easy out there unless you're already at the ferry. At the very least retrfit those buses to take dollar bills. My parents live in Mariners Harbor Everytime I took the S40 their were folks getting on the bus asking for change of a dollar for bus fare.

Plenty of places sell the shrink-wrapped metrocards. I buy mine at a little deli on New Dorp Lane.

There are probably 140+ merchants on SI that sell cards. SI Live had it at 135, but that was a few years ago.

Fare evasion has definitely increased. Here is a sample of events over just 2 days:

1. 42nd/Bryant Park - Guy on cell phone darts in front of me, crawls under turnstile, and gets right up without missing a beat during his call.
2. Queens Plaza - I'm exiting in an area with no booth, with luggage. I push through the gate, some random dude out of nowhere grabs the gate and runs in after I get through. No idea where he came from as I was at least making an effort to not make that easy, must have camouflaged himself as subway tiles.
3. On the Q6 - dude walk in the back door. One older guy shames him by stating things like "yeah boy you sure saved that 2.75" loudly, multiple times. Driver had no fucks to give (then again, completely understandable attitude for the Q6).
4. Air Train Howard Beach - in plain view of the redshirt and the token booth, dude hops the turnstile, Usain Bolts towards the train and slides in before the doors close. 0 fucks were given (though I was impressed by the speed).

They need to take dollar bills. Alternatively, customers should start paying in only nickels in the hope of filling the machine up and forcing (legitimate) free rides for subsequent customers. Probably easier for the express buses.

That's why when Byford said 4% he's wrong

From the article: "Fare evaders amount to 3.8% of subway riders, and 16.3% of bus riders."

There's lots of regular farebeating on the Kingsborough-bound B1 at Coney Island Avenue. It's not OK, but on the other hand, it seems to be an accepted practice. The buses that arrive just before classes start are packed solid, and all that rear-door boarding does convey the benefits of SBS. Without it, load factor would drop from front-boarding passengers not moving all the way to the back, and dwell time would go way up.

It's especially true that Exp buses need to take dollars. Guaranteed their customer numbers would rise with last minute riders.

Some neighborhoods is easier than others to find a store that sells em. And merchants are more likely to run out than buying them directly from transit sites. Once again not defending fare evasion of course.

At this point expresses need to take $1s, $2s and $5s.

CDTA's old fareboxes took all 3 denominations and gave change on a card (boy was the driver confused when I put the $2 in). So fareboxes do exist that take swipe cards, dollars and change.

Come to think of it, didn't the old Triborough ones take bills too? Or am I thinking of NJT? I recall some sort of farebox where the dollar bill would stay visible in a clear plastic case and the driver could inspect it before pushing a button to send it on its merry way.

Unfortunately, I know of no electronic media that accepts $2 bills, and one has to ask for them at a bank. Most bank branches I go to do not have then.

I was in a Chase bank branch in New Brunswick last week. I asked for 5 dollar coins. She gave me 2 loose ones and took another 3 from another teller. She also said "I have a roll of 25 and I NOT breaking it".

If you think MTA customer service is bad, try some large banks.

NJT drivers don't like $5 bills for some reason. They may have to enter a code to tell the farebox it is not a $1 bill.

With regard to last-minute riders, accepting a regular (local) unlimited with a step-up charge could be another way. There are more people than one may think who like to (and have the financial resources to) use the express bus as a treat every now and then but would not be interested in committing to them every day.

Agreed. They used to (not sure if they still do) do that with student Metrocards - when used on an express bus (in my case, Triboro) the student MC swipe would deduct the price of a subway fare, and cash would be needed for the rest.

Was a totally unadvertised feature though.

If cash payment is promoted, express buses would then probably have to start carrying around transfers to local buses (which they currently don't).

But it seems they would never want anyone using cash if they could avoid it. Is it just me or does this page just completely ignore the cash option for getting on a local NYCT bus?

My brother told me he saw a driver reluctantly give out a transfer, so I'm pretty sure they do carry them but they don't like to give them out.
