MTA Briefs Residents on Proposed Metro-North Expansion in Bronx

If all goes according to plan, transportation in the Bronx could see a major overhaul over the next decade, as the MTA moves forward with a proposal to expand its Metro-North rail service to four neighborhoods in the East Bronx.

MTA officials began a series of public hearings in the borough this week to introduce their plan and solicit feedback in the neighborhoods where the new train stations are being considered: Hunts Point, Parkchester, Morris Park and Co-op City.

At the first informational session held Monday night at Albert Einstein College of Medicine in Morris Park, local leaders and residents said they would welcome the expansion, and are eager to see the plan come to fruition.

“I think that this is going to open up a whole new gateway for business here in the Bronx,” said Robert Ruggiero, chairman of the Morris Park Alliance.

The idea is to expand Metro-North service into Penn Station, with one line along the west side of Manhattan connecting to the existing Hudson line, and another that would run through the Bronx and connect to the existing New Haven line in Westchester. This would mean the building of six new train stations — two on Manhattan's west side, and four in the Bronx — and that Bronx residents would have easy access into Midtown, or to communities outside the city in Westchester and Connecticut.

If it came to pass, Morris Park residents would be a 25-minute ride from Penn Station in Midtown and another half-hour to Westchester and Connecticut, according to Metro-North officials.

The proposal is contingent on another plan that’s currently underway, to expand Long Island Rail Road access to Grand Central Terminal, which would free up some space in Penn Station for other uses. Officials estimated that the LIRR plan won’t be finished until at least 2019, meaning the Bronx expansion is still a long way off.

But Bronx leaders say it’s still important to look forward.

“So many more people are looking to invest in our borough,” Bronx Borough President Ruben Diaz, Jr., said at Monday’s meeting. “We need to make sure that our roadways, our bridges, and certainly our rail system, is one that’s going to be able to handle the influx of people who are either working from our borough, or who want to come and experience our borough.”

Roughly 5,000 Bronx residents currently use the Metro-North lines to commute to jobs outside the city, according to Robert MacLagger, Metro-North vice president of planning, making the Bronx the largest rail reverse commute market in the country.

“The Bronx is a very important market for the Metro-North,” he said.

The proposed new stations would run on existing Amtrak rails, MacLagger said, and so would cost little compared to other expansion projects, like the Second Avenue Subway or the extension of the No. 7 train line.

The station proposed for Morris Park would be located on Bassett Avenue near Loomis Street — placed at the crux of major hubs like the Hutchinson Metro Center, Albert Einstein College of Medicine and Calvary Hospital.

Some community groups on Monday expressed concerns over lack of parking at the new stations, worrying that commuters from other neighborhoods might drive in and leave their cars on residential streets while they took the train into Manhattan.

“We have, everyday, a heavy influx of commuters that come down out of lower Westchester to take the subway,” said Ruggiero, of the Morris Park Merchants Alliance. “They feel like this is only going to compound that problem.”

But Metro-North officials said they expect riders who would use the proposed lines to be primarily of city residents who use public transportation, and would get to the new stations by subway, bus or bike.

Steven Sandhoff, 30, who moved to Morris Park from Manhattan two years ago after his wife started work at Albert Einstein, said he would be thrilled if the plan takes off. An attorney who works near Wall Street, his daily commute takes more than an hour.

But more importantly, he said, a new rail line might introduce other Manhattanites to the wonders of the neighborhood he now calls home.

“People are hesitant about this borough,” he said. “The Bronx is already great. One of the reasons people don’t see it is because there’s no way to get out here—or no easy way.”

I don't know about the other stations but I can see the Morris Park stop being built with all the Einstein/Montefiore folks there. Plus, it's not really a residential area so minimal NIMBY interaction would be needed (except for the potential "parking problem")

Fantastic idea- and in fact, this is a more practical version of the NUWB- albeit decades later.

Of course, read between the lines- a few NIMBYs concerned about outsiders parking in their neighborhoods and lack of funding (even for a relatively cheap project) will probably kill it.

But I do think its a great idea!

this is a "good" idea..but the cost to Bronx riders will be the major offset..
Also..since the lines ARE SUBURBAN ROUTES...THEY WILL BE CROWDED to/ from PENN STA..

One can see early on the problems that are going to rise from these links..
A way we can solve the CO-OP CITY issue is to use the original SAS option..building the line alongside the Amtrak row now.
it will be cheaper than tunneling..stations could be provided as a semi-shuttle service at least to 138th st..for transfer to the 6,until the art of the SAS PHASE 2 SECTION IS COMPLETED to joint the two sections.
a bridge could be built over the Harlem river instead of a tunnel to keep cost down..

Only during the rush hour. And that is easily solved by adding a few trains that start further down the line, like Rye.

I do agree that extending the SAS along the ROW would be much more useful, but it would also be orders of magnitude more expensive, and probably never actually get done. I'd rather something realistic be planned, and that's what this project is.

It IS realistic..and its been on the books for years..
the question is..why hasn't it been looked at?

Also..RUSH HOURS is the time when the most riders would us such a service,so why would a "RYE" ONLY TRAIN SUFFICE..when you could provide subway service at 3-5 minutes apart?

I am surprised at the exact location of the Morris Park station. I thought it would be a rebuilding of the former station in the area, which was just across Eastchester Road.

The MTA wised up when it comes to potential NIMBY's. There's a row of houses a couple of blocks from the old station...

Best not to ruffle any feathers here... Tucked away while being centrally located...

The station I was thinking of is not the one that was called Morris Park (which now serves as a clubhouse for some local group), but rather the one called Westchester, which was an island platform between the tracks. You can see in the picture how the tracks separated for the platform just south of where the new platform is supposed to be. The old one was even slightly closer to Einstein Hospital, and certainly to Calvary. But the new one is closer to Hutchinson Metro Center. And it looks to be much more elaborate than the old one ever was.

All the proposed stations are at or near the sites of former stations:

Co-op City was Baychester
Morris Park was Westchester (not Morris Park)
Parkchester was Van Nest
Hunts Point was Hunts Point, the only one of the four to keep the same name

The West Side line is pointless. The Hudson line carries the fewest number of passengers on the EOH lines and there are enough trains coming into NYP from the west.

Metro North caters to Bronx riders during peak hours with special short runs on the Harlem (to/from Mount Vernon West) and Hudson (to/from Greystone). I can see the same being done here with trains beginning/ending at New Rochelle.

Everything is much more elaborate than it ever was or ever needs to be. Instead of putting up a station that looks like an office complex they should keep it simple and as unadorned as possible.

False. Hudson line access to NY Penn would be a popular service. Inter alia, it would allow transfers to Amtrak, which are now difficult from GCT. Direct service to Columbia and Lincoln Center would also be much faster than the current required transfer at Marble Hill to the 1 train.

Is the purpose of the West Side line merely to run trains through NYP and out again the other side, getting them out of the station and serving a few new areas?? Is there a yard on the west side that can be used?

I don't know about the Greystone service, but in the current Harlem Line timetable, there is only one Mt. Vernon West train in each direction -- 8:03 AM from MVW, arriving GCT at 8:36, and 6:49 PM from GCT, arriving MVW at 7:22.

I doubt they would run much out the other side. If they run inbound in the AM peak, there would not be much need to send them all east reverse-peak.

There is no yard on the west side they would use, just some stub track west of the platforms. Even if space were available in the LIRR yard, it can only access track 14 and north while the Empire line can only access track 9 and south.

I think that makes sense as well. As we've discussed on here, there were proposals to run the subway along the Hsrlem Kine. While that's only feasible if we conver the local MNRR stations, like Botanical Gardens, Williamsbridge, Melrose etc to the subway, maybe the Hell Gate Line (is that the proper name) has the spare cpacity for subway service.

But also, what's so attractive to e about this restored NYWB-type service is that it's so doable. Let's focus on projects that really stand a chance. SAS from Co-Op City to Tottenville would be great, but...

But don't some North White Plains locals stop there? When I lived in white Plains (1995-96) there were 3 rush horu services from GCT- express to Southeast (then known as "Brewster North"), with a pick-up only stop at 125th, no other stops before WP, another service that ran truly non-stop from GCT to Scarsdale, hartsdale, WP, and NWP.

And a local that made its first stop in MV West, and all stops to North WP...plus Bronx locals I didn't use...

But how doable is this? This is purely Amtrak territory, and it looks like they used some of the extra ROW to smooth out curves. I don't think they're going to like people messing even further with NEC performance, not without some giveback.

Yes. The idea behind the MVW train is to separate the Bronx and Westchester commuters during the height of the rush hour.

All three lines separate services in the local part of each route at the height of the rush hour. On the Harlem, some trains run to or from Crestwood and trains operating north of here bypass the lower stations, assuring every rider gets a seat. On the New Haven, the line between Mount Vernon and Stamford is divided into 3 sections (MVE to New Rochelle, Larchmont to Harrison, Rye to Stamford). East of Stamford, there are runs which run only as far as South Norwalk and Bridgeport.

Hudson line riders only account for 20% of Metro North EOH demand.

Would it be nice to have the Hudson line accessing NYP? Yes. Is it worth the cost and effort? No. Remember, only the dual modes would be able to access it, and I am sure most people north of Croton-Harmon prefer Grand Central to Penn Station.

Hudson line already has Amtrak service, makes sense if one lives along the Hudson line to drive to a station on the Hudson line that the Empire trains stop at and take it into NYP and transfer to whatever Amtrak service you need there.

Upper West Side station would most likely be underground I'm assuming...

LOUD P32s in diesel mode going pass you in a enclosed space...

I remember I was sitting in the underground Portion of the Fordam station when a P32 though train to either Wassic or Danbury came though and the sound was !!!!!

Even as a foamer it was a bit too loud and I love how those P32s sound.

They are softer on the ears in E mode.

But these proposed MN stations on these two Amtrak line seem like a great place to do train watching/railfanning off peak hours as the station would be empty!... due to no trains serving these stops off peak.

The Amtrak web site gives ticket prices between Croton Harmon and Poughkeepsie and NY Penn. The cheapest ticket from Croton Harmon is $18 the cheapest from Poughkeepsie is $24. Some trains cost more.

I think Hudson to NYP will happen, but I agree with you- Providing direct Hudson to NYP alone would not justify such.

But Moving Poughkeepsie trains to Penn allows for:
1- Increased Harlem and New Haven line service into GCT using the slots vacated by Hudson line trains, which is desperately needed
2- Allows for Dual Modes from New Haven, Danbury, and Waterbury to run through Penn to POU, allowing for single engine trains instead of the double ended absurdities LIRR is forced to deal with. Of course, such would be unbalanced during rush hours, but would certainly help with capacity issues during peak hours.

I believe that others on here posted that there were some legal reasons it didn't...and the voltage was different, maybe. Sorry- I can't do better than that.

But this proposed route is basically the NYWB brought back to life.
