Don't forget that on the IRT, each route essentially has its own dedicated fleet of cars. The cars assigned to the 2 and 5 often swap places, and the 3 and shuttle share a fleet, but aside from that, the appearance of a car class where it doesn't normally appear isn't akin to R-68A's appearing on the B -- it's more like R-38's appearing on the M.

And given how difficult it is to transfer cars between Corona and the rest of the IRT, the 1 isn't going to simply borrow a car that normally runs on the 7 to make service.
