Hmmm...not exactly the 200,000 they harped about to get this section built first...
Easy out for them...instead of building a usefull section that was connected on BOTH ENDS.
Phase 3 would have served people who actually Really need a east side subway... hit up Queens/Brooklyn thus serving a larger market
