My understanding was that while the NYCTA was a state “created” agency charged with operation of the transit system, the actual ownership of the subway infrastructure and rolling stock remained with the city of NY. The original property plates on the NYCTS rolling stock indicate them to be property of the City of NY with the exception of a portion of the R-32s (designated R-32A I believe) which were specifically purchased by the NYCTA and not the city. |
