Why not just run a shuttle from Bedford Ave to 8Av/14St on westbound track Q1 and have the esstbound "L" trains from Canarsie terminate on Q2. That way, they could return to Canarsie, using the crossovers just east of Bedford. Yes, it will be crowded with the people who get on at Bedford Ave, but it's better than shutting down both tubes.
