Maybe with an operator at each end...Let's differentiate between physical and management constraints. The Flushing Line used to turn 36 tph at Times Sq. The physical constraint was brake recharge time. They had an operator waiting to enter the train while the trains were entering. The management constraint would be waiting for that operator to walk the length of the train before recharging the brakes. A large number of people will be inconvenienced regardless what plan is implemented. The public will be very angry, if a substantial part of the inconvenience is due to management or work rule constraints. |
