If you're already within fare control at Fulton, you got there from somewhere. Give an example of a trip that would start elsewhere and end elsewhere, and for which a connection to the R at Fulton would be handy.

I can't think of any good examples. The best I can do is that you're at Wall and William and want to go to 23rd and Broadway and it's really crappy weather. Then I agree you'd want to take the 2/3 to Fulton, and transfer to the R, rather than walk outside to Rector St.

And if you're not already within fare control at Fulton, use the new passageway to the R that is outside fare control, then enter.
