I don't think it is - a difficult concept, that is.

I think what sticks in the back of a lot of peoples' minds is the possibility of a "physical" connection between the Chambers St (A, C), WTC (E), Park Place (2,3) stations and the Fulton Center Complex via an E transfer to the R and then a "free transfer" from the R to the Fulton St stations.

In other words one could walk within the system from the Chambers St station *A, C) to the Fulton St station on the A, C. While that would be an interesting walk, when you consider all the staircases and passageways one would have to go thru it would be easier to just wait for a S/B A or C and take it one stop from Chambers to Fulton.
