In a sense this issue is similar to the 1990's 63rd Street-Tunnel To NoWhere all over again.

The 63rd Street Tunnel (that the current F-train uses) was completed well before it was connected to the Queens Blvd line, and well before its eventual connection to a possible Queens Super-Express. In plain English some folks wondered why it was created "if it did not connect to anything".

The basic issue is SIMPLE. The World Trade Center complex is not FINISHED! If the World Trade Center complex was completed the Dey Street passageway would connect to what it is supposed to connect to!

Just why that is a difficult concept?
